But requiring URIs doesn't make it 10x harder to implement?

The complete story for url_ver=z39.88-2004 is that you have it as a
string.

The complete story for uri is that you need to decide which uri schema
to use, if any, how to transform your record into something that's at
least slightly persistent, and then munge a string to put it in.
